  • Regular Copies – which are simple copies for individual records;
  • Certified Copies – which are stamped and signed (third-party agencies often require those for many different purposes);
  • Exemplified Copies – which are 3-way certified: those copies are sworn by the Court Administrator, the Judge and again by the Court Administrator (who swears the judge’s signature). Those copies are commonly used by other courts, out-of-state agencies, and even foreign courts.

How To Determine if You or Someone Else Has an Active Warrant in Washington County Oregon

The sheriff’s office doesn’t provide information about Washington County warrants over the phone or online, but the Oregon Judicial Department, does.8 The sheriff’s office’s objective is that anyone who thinks there may be an active warrant against them will come forward in person to be booked or arrested on the spot.

Citizens interested in a particular case or individual can reach out to the sheriff’s office in person and make inquiries about it. However, the advice for those who believe to be the target of a warrant is to retain an attorney who would be able to uncover this information on their behalf and provide legal advice on how to deal with it.

This is the address for those who choose to contact the Washington County Sheriff’s Office in person:

Washington County Sheriff’s Office
West Precinct (Headquarters) & Jail
215 SW Adams Avenue

The Oregon Judicial Department Online Case Search Tool also shows information about warrants. Users can search the system for cases by name (even a partial one will work), but they can also choose to only look at cases with warrants attached to them.

On top of that, it’s possible to add some filters connected to other criteria related to warrants (such as status, type, etc.).

If an online search does not provide information about an individual’s warrant, citizens can contact the Washington County Circuit Court, or any court that issued the warrant, for assistance.

How To Complete a Background Check in Washington County

While Washington County public records are widely available to be searched by individuals for any reason, official background checks are run through the Oregon State Police CJIS Division.

There are many reasons why someone would need a background check (or to be checked, for that matter). Someone might be in the process of being considered for a new job or be trying to get a new business license. In cases like this, an official background check is necessary.

However, if a job offer depends on the results of the background check or if someone may or may not be approved for a lease or a loan based on it, some rules must be followed. First, the target of the check has the right to be aware of the process and provide consent. In other words, they must agree to it.

Also, they can have a copy of the report and have the right to dispute any incorrect information.

Also, people should know that there are different types of background checks. Level 1 background checks are done with just the target’s name, while level 2 would be based on their fingerprints.

When someone feels that an improper background check has been run on them, without their consent or in a discriminatory fashion, they can report it. The Federal Trade Commission (FTC) (among other agencies) protects people against background check fraud; anyone who feels wronged should contact them.

The Washington County Sheriff’s Office is the public records repository for all criminal information in the area. Consequently, they’re a good source of information when a concerned citizen is trying to uncover information about someone’s criminal history (but doesn’t necessarily need to do it for official purposes.

Records often are provided for a fee. Conveniently, the Washington County Sheriff’s Office Records Department can be reached by mail, email, or in person whenever needed.10 This is their contact information:

Washington County Sheriff’s Office
Criminal Records Section
215 SW Adams Avenue
Hillsboro, OR 97123

Phone: (503)-846-2524
Email: [email protected]

The sheriff’s office also offers fingerprinting services to the public. Those are often required when someone is checked for a job or a business license. Fingerprint services are offered at $27, and appointments can be made online.

Citizens can choose the precinct of their preference for this service; these are the addresses they can go to:

Sheriff’s Office Precinct Address Phone

For official background checks, the Criminal Justice Information System (CJIS) is the Oregon State Police division responsible for criminal offenses record keeping.11 They can assist citizens in obtaining detailed criminal record checks.

The CJIS allows citizens to search their own history and request open records for any individual in the system. Those reports cost $33 each. To make a request online, searchers need to create an account and follow the indicated steps.

It’s also possible to contact them in person or by mail, as follows:

Like the state tool, it’s free to use.14

Another helpful tool that is available for anyone who needs to loop up someone’s criminal record is the BOP Inmate Locator. It helps citizens search and find information about individual criminal records in all 50 states. The BOP is the Federal Bureau of Prisons and, through their search tool, allows concerned individuals to search for free federal inmates and details about their cases (including current and past offenders).

How To Obtain Washington County Vital Records: Marriage, Divorce, Birth & Death Records

Vital records are documents related to an individual’s life that are kept by government agencies. Birth and death certificates, as well as marriage and divorce records, are examples of vital records.

In Oregon, there are some limits to how available vital records are to the public. Birth certificates are restricted for 100 years, while death certificates remain so for 50. It means that for the period those records are restricted, only individuals connected to the person registered on them would have access to official copies of the certificate, for example.

Marriage and divorce records are considered public records and can be readily accessed through the Washington County Circuit Court.

Verify Someone’s Marital Status (Divorced or Married) Through the Washington County Circuit Court

Washington County marriage records are recorded and kept by the County’s Recording Office.17 Any citizen looking to check if someone is married or obtain a copy of a marriage certificate can go to them and make a request.

Copies can be requested via email, and citizens can make a request to [email protected]. Print copies sent back to the citizens as a response cost $4 for the first page and $0.50 for each additional page.

It’s also possible to work with the department in person. Individuals can look at documents using the computer at the Recording Office’s lobby, and this service is free. This free option is particularly useful if all someone is trying to do is find out if someone is married without the need for an actual certificate or record.

In cases where a paper record is needed, it’s possible to request and obtain copies at the Recording Office, too. This is their address:

Washington County Recording Office
155 N 1st Ave – Room 130

In Oregon, a certificate of birth is considered restricted for 100 years. It means that only individuals connected to the person registered on the certificate are allowed to order a copy. That includes parents, grandparents, legal guardians, and attorneys (as long as they’re representing one of those people).

Those who are eligible can request a copy of a birth certificate for $25 by filling out a request and visiting the Vital Records office in person at the following address:19

Ordering a certificate of death generally follows the same guidelines. The difference is that death records are restricted for only 50 years (half of the time imposed on birth records). But those who are eligible to make a request can do so following the same steps mentioned before.

To learn more about the restrictions imposed on the release of birth and death records, citizens can refer to the Oregon Health Authority’s restrictions. In fact, the Oregon Health Authority can also assist citizens and help them obtain vital records.

Those who are interested can contact them for birth and death certificates, as well as marriage and divorce records. Requests to the Oregon Health Authority can be made in person or by mail.

Washington County Public Records: Rights & Responsible Usage

It’s very important to be able, as a citizen, to access public records readily and find relevant information without too much effort. However, it’s equally important that the rules are followed so that the use of this information makes us safer and not exposed.

At the same time that counties and States that allow individuals to access public records are more transparent, it’s pivotal that the information obtained through the tools and strategies presented in this resource aren’t used for criminal purposes. Public records should never be used to stalk, harass, or intimidate anyone.

Public records are valuable. The fact that citizens can access them, make copies, and share that information is even more important. However, it should never be used for criminal activities.

Whenever searching for public records in Washington County, individuals should keep those limits in mind and always remember that information should be used cautiously.

Considering that everyone will be checked at least once during their life, citizens must also be aware of their rights. First and foremost, people should know that even when consent isn’t required, their privacy must be respected.

If someone ever feels their personal information wasn’t used fairly, they have the right to submit a FOIA request to any federal government agency. That will show them what information was acquired and how it was used, bringing transparency and clarity to that interaction.

It’s also important to keep in mind the Fair Credit Reporting Act (FCRA) protections for individuals being assessed for credit-worthiness or being considered for a job position.22 According to the Act, in those situations, the target of the search must give consent. They not only have the right to know they’re being searched but they also are entitled to a copy of that uncovered information.

If someone finds out their background will be checked, the Equal Employment Opportunity Commission (EEOC) protects them from discrimination. In other words, even if a background check needs to be run, anyone who feels they’ve been discriminated against can (and should) file a complaint with the EEOC.23 They also have the right to have their claim investigated. And if proven to be true, they have the right to see action being taken as a consequence.

It’s also important to mention that the Federal Trade Commission (FTC) protects citizens against background check fraud.24 If anyone learns that a background check was run without their consent, for example, they can report it.

Whenever there’s a need to search Washington County public records, do so responsibly, knowing we can help you access free, relevant, and reliable information through the agencies detailed in this resource; you can also track down free Oregon public information on anyone for a wider search.
